Digging down to improve drainage can be a nightmare but building up can be really useful. A raised bed can be made from almost any material and has the advantage of giving you a good foot or more of drainage potential without looking like the Aswan dam.
Plastic systems can be put up very easily and basically snap together. They are lightweight, and easy to control and have the advantage of allowing you to make any shape in the garden with ease. A double height will allow you to stay out ot the water and garden without having to bend over all the time.
If you need a more substantial bed, try railway sleepers. They are weathered and strong and will take your weight so that you can sit in the side and potter in the bed. If you are going to raise a whole lawn you need breeze blocks and concrete and some serious hard landscaping.
